한-칠레 FTA는 1999년 12월 협상이 개시되어 협상 개시 3년여만인 2002년 10월 타결됐으며, 2003년 2월 공식 서명되어 2004년 4월 1일 발효
한-칠레 FTA의 의의
  • 우리나라 최초의 FTA
    • 다자주의 중심의 우리나라 통상 정책에서, 지역주의에도 적극적으로 대응하는 시발점이 됨
  • 아시아 국가가 남미국가와 체결한 최초의 FTA
    • 우리나라의 對중남미 진출 거점으로 활용
  • 우리나라 협상 능력 제고 및 노하우 축적
    • 발효까지 4년여의 기간 동안 값진 경험을 축적하며 정부, 연구기관 등이 미국, EU 등 거대경제권과의 협상에 대응하는 역량을 갖추게 됨
  • FTA에 대한 인식 제고 및 학습효과
    • FTA에 대한 對국민 인식 제고와 막연한 두려움을 떨치는 계기가 됨

1. 관세양허

    • 한국 : 전품목 즉시철폐
    • 칠레 : 5년 거치후 13년 철폐 (8년 균등인하)

2. 원산지 기준

  • 미국의 NAFTA 원산지 기준에 근거한 Yarn Forward 기준 채택
  • 견 (Ch 50류)
    • 견 (HS 5001～5003) : CC
    • 견사 (HS 5004～5006) : CTH
    • 견직물 (HS 5007) : CTH
  • 모 (Ch 51류)
    • 양모(HS 5101～5105) : CC
    • 모사(HS 5106～5110) : CTH
    • 모직물(HS 5111～5113) : Yarn Forward
      • A change to heading 51.11 through 51.13 from any other headingoutside that group, except from headings 51.06 through 51.10, 52.05 through 52.06, 54.01 through 54.04 or 55.09 through 55.10
  • 면 (Ch 52류)
    • 면, 면사(HS 5201～5207) : Fiber Forward
      • CC, ex from 5401～5405 or 5501～5507
    • 면직물(HS 5208～5212) : Yarn Forward
      • A change to heading 52.08 through 52.12 from any other heading outside that group, except from heading 51.06 through 51.10, 52.05 through 52.06, 54.01 through 54.04 or 55.09 through 55.10.
  • 기타 식물성섬유 (Ch 53류)
    • 기타식물성섬유(HS 5301～5305) : CC
    • 기타식물성섬유사(HS 5306～5308) : CTH
    • 기타식물성섬유직물(HS 5309～5311) : CTH
      • 53.09 : A change to heading 53.09 from any other heading, except from heading 53.07 through 53.08.
      • 53.10 - 53.11 : A change to heading 53.10 through 53.11 from any other heading outside that group, except from heading 53.07 through 53.08.
  • 인조필라멘트 (Ch 54류)
    • 인조섬유사(HS 5401～5406) : CC
    • 인조장섬유직물(HS 5407～5408) : Yarn Forward
      • A change to heading 54.08 from any other chapter, except from heading 51.06 through 51.10, 52.05 through 52.06 or 55.09 through 55.10.
  • 인조단섬유 (Ch 55류)
    • 인조단섬유/인조단섬유사(HS 5501～5511) : Fiber Forward
      • CTH ex from 5201～5203 or 5401～5405
    • 인조단섬유직물(HS 5512～5516) : Yarn Forward
      • A change to heading 55.12 through 55.16 from any other heading outside that group, except from heading 51.06 through 51.10 or 52.05 through 52.06, 54.01 through 54.04 or 55.09 through 55.10.
  • 워딩, 펠트, 부직포, 로프, 끈 (Ch 56류) : CC
  • 카펫, 양탄자 (Ch 57류) : CC
  • 특수직물, 레이스, 자수직물 (Ch 58류) : Yarn Forward, 인조단섬유사 사용시 Fiber Forward
    • 58.01-58.11 : A change to heading 58.01 through 58.11 from any other chapter, except from heading 51.06 through 51.13, 52.04 through 52.12, 53.07 through 53.08 or 53.10 through 53.11 or Chapter 54 through 55.
  • 도포, 침투, 코팅직물 (Ch 59류) : 품목별로 CC / CTH 혼용
    • HS 5901 : CC
    • HS 5902 : CTH
    • HS 5903～5909 : CC
    • HS 5910 : CTH
    • HS 5911 : CC
  • 메리야스 편물 또는 뜨개질 편물 (Ch 60류) : Yarn Forward
    • 면(HS 52), 인조섬유(HS 54, 59) 사용시 Fiber Forward
      • 60.01-60.02 : A change to heading 60.01 through 60.02 from any other chapter, except from heading 51.06 through 51.13, Chapter 52, heading 53.07 through 53.08 or 53.10 through 53.11 or Chapter 54 through 55.
  • 편직제 의류 (Ch 61류) : Yarn Forward
  • 직물제 의류 (Ch 62류) : Yarn Forward
  • 기타섬유제품 (Ch 63류) : Yarn Forward
